Eligibility Requirements

Applicants for a Restricted-Use Contract must meet the following requirements:

  1. Hold a terminal degree in their field.
  2. Are either a faculty member at an accredited academic institution; a researcher in a governmental agency; or a researcher in a recognized, non-profit research organization.
  3. Works at one of the above-mentioned entities in #2 who has their own, in-house Institutional Review Board.
  4. Has received IRB approval from their employer for the use of Add Health data.
  5. Commits to using the data solely for scientific research purposes.
  6. Commits to maintaining strict data security practices of Add Health data.
  7. Signs a Data Use Agreement affirming adherence to confidentiality and data protection standards.
  8. Agrees to oversee that all users on the contract adhere to Add Health data use and security protocols.

Eligibility Notice – 28 CFR Part 202 Compliance

In accordance with 28 CFR Part 202, the University is prohibited from knowingly engaging in a covered data transaction involving data brokerage with a country of concern or covered person. In order to comply with this rule, any Covered Persons or institutions located in or affiliated with a Country of Concern are ineligible to apply for a Restricted-Use Contract. At this time, the countries of concern are as follows, but please refer to 28 CFR 202.601 for a current list:

  • China (including Hong Kong and Macau)
  • Russia
  • Iran
  • North Korea
  • Cuba
  • Venezuela

This restriction applies to all entities, organizations, and institutions operating under the jurisdiction of these countries. By submitting an application, you certify that your institution is not located in, affiliated with, or controlled by any entity in the countries listed above, and that you will not access any data on the UNC Secure Research Workspace or pursuant to the Data Hosting Agreement from any country of concern.
